TX106MOSTL – Agency Code Lockout

St. Louis County has certain specific agency codes that mean the parcel should not have the mortgage agency code or billing address changed on TX11 regardless of the requests. A parcel with such a code should not be updated and an error message should appear on the screen if the user attempts to change the code. The screen should not allow the user to change the code.

TX106MOSTL lists the parcels for which attempts were made by non-supervisory

users to change the agency code. The parcel number, the reason code entered in the reason for change field, and the user id of the person attempting the change will be on the report. After the report is run, the reason for change field (where the attempted change reason was entered) will be set to a user- selected option based on the parameter entered, so the parcel is not on the report again unless a new change was attempted since the last time the report was generated.

NOTE:  The specific fields with permissible entries to be filled in or left blank are listed below. Ignore fields that are not in the list next to the screens.

SETUP

Define MNAME (TX51) user defined field label on SY83:

THE LOCKOUT PROCESS

The mortgage processing supervisor will enter a ‘Y’ in MNAME.USER5 to indicate the codes that will have access restricted to supervisors only.

If a parcel with a restricted mortgage agency code has an attempted change on the mortgage agency number (MNAME.MORTCO) or loan number (MNAME.MORTNO), the user will see an error message appear that the field cannot be updated.

The user will then enter a code in the reason for change field on the Mailing page. This reason code will be established by the supervisor and is variable. Currently St. Louis County has chosen a code of ‘R’ for Request error and will review each change request prior to allowing an update to the parcel. Only a supervisor will be allowed to update the mortgage agency information.

At any time, the report of parcels to be reviewed can be run and all parcels with that code in the selected parameter option for that date range will be displayed on the report. The user will have to do no further maintenance to the parcel until the report is generated and the change requests are viewed by the supervisors.

Example parcel to be displayed on report with parameter option ‘R’:

After the TX106MOSTL report is generated, all parcels reported will be updated with a new reason for change code to indicate that parcel is in the review process so that it will not appear on the report again unless another change attempt is made. This code is variable and St. Louis County has chosen ‘V’ for Viewed to indicate the parcel has been included on the report and the review is in process or been completed.
